LA PAZ, Bolivia .— Navarro said the complaint was lodged by the alleged crimes of violation of the Constitution of the State, to issue rules contrary to existing laws and by instigating the crime of smuggling in presenting the bill to legalize undocumented cars.

"This bill to legalize undocumented cars are abetting the crime of smuggling. Thousands of stolen vehicles are entering the country through smuggling. ".

"The Constitution and a law passed last year established that smuggling is a crime with penalties up to 10 years in prison, but ironically, with this bill is allowing smuggling."
