García, Santos Ramírez corruption syndrome caused inefficiency in the bolivian national government

ACHACACHI, Bolivia.- Santos Ramirez’s corruption syndrome damaged in 2009 government of President Evo Morales, said Vice President Alvaro Garcia Linera because of inefficiency in the bureaucratic structure of public administration.

The Vicepresident, in an exclusive interview with the “Erbol” broadcast station, said that what happened with former President of Yacimientos Petroliferos Fiscales Bolivianos (YPFB): Santos Ramirez Valverde-now in jail- has caused a fear in the interim government officials, who prefer not to sign documents or make decisions to avoid future sanctions .

"Santos Ramirez corruption syndrome has generated fear among the middle-ranking officials to sign oil bussines contracts. It is a good thing they are afraid of corruption. But this has resulted in inefficiency: slowingdown the budget execution, "
said Alvaro Garcia Linera. Also he said that this fear led to administrative inefficiency: national public investment reached just 80 percent of budget execution, in 2009.
