Mr Ochoa was politically persecuted by the government of Evo Morales and now he resides outside of Bolivia because he was granted political asylum by a democratic regime. Had he stayed in Bolivia he would have been subject to torture like many other political prisoners that are languishing (and are being tortured) in Bolivian jails. Most of them have also been accused of spurious crimes to justify their "sentences".
