LA PAZ, Bolivia .— Caceres explained that the Intelligence Unit was created under a 2009 ministerial decision and narcogeneral René Sanabria, who was captured last week in Panama and later transferred to Miami on charges of drug trafficking, was sworn in on February 10, 2010 as head of the Centre.

Caceres said:

"For national government is treason done by this bad cop (Sanabria), who used wrongly the uniform, despite having received police training and have aspired to be a general (apparently went to traffic in controlled substances), unfortunately this Information Generation Unit has been corrupted."
Caceres also clarified that Information Generation Unit was not within the structure of the Special Force against Drug Trafficking (FELCN).

He noted that the crimes committed by the narco-cops are as individuals and not as a institution.
